Department of Transportation requested to conduct a feasibility study on a ferry service between Aloha Tower Marketplace and Sand Island State Recreation Area, in consultation with the Department of Land and Natural Resources, City and County of Honolulu, Hawaiʻi Pacific University, and interested stakeholders.

Study should examine potential costs, financing options, and parameters of the proposed ferry service to alleviate traffic congestion on Sand Island Access Road and provide alternate commute options for employees working on Sand Island.

Department requested to evaluate the ferry service's impact on tourism to Sand Island State Recreation Area and whether upgraded facilities and concessions would be needed.

Department of Transportation must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the 2018 Regular Session.

Certified copies of the resolution shall be transmitted to the Director of Transportation, Chairperson of the Board of Land and Natural Resources, Mayor of Honolulu, Chairperson of the Honolulu City Council, and President of Hawaiʻi Pacific University.
