Declares the State of Hawaii a "Hookipa State" (welcoming state) based on the traditional Hawaiian value of open-hearted hospitality and the state motto emphasizing righteousness.

Prohibits Hawaii and its subdivisions from expending state funds to enter into agreements under section 287(g) of the Immigration and Nationality Act with Immigration and Customs Enforcement (ICE) for federal immigration enforcement.

Requests the Governor appoint a Hookipa Commission to ensure a safe and welcoming community for all people, including immigrants of all statuses, and to promote collaboration between community members and public safety agencies.

Affirms that immigration enforcement is a federal function and opposes state and local law enforcement participation in federal deportation programs that would alienate immigrant communities.

Directs transmission of the resolution to the Governor, Chief Justice of the Hawaii Supreme Court, county mayors, county council chairs, and police chiefs across the state.
