Requests the State Auditor to conduct an assessment of the social and financial effects of mandating health insurance coverage for medically necessary cognitive rehabilitation therapy for traumatic brain injury survivors, as proposed in S.B. No. 225, S.D. 1.

Defines cognitive rehabilitation as "a systematically applied set of medical and therapeutic services designed to improve cognitive functioning and participation in activities that may be affected by difficulties in one or more cognitive domains."

Directs the Auditor to determine whether cognitive rehabilitation therapy qualifies as a rehabilitative and habilitative service required as an essential health benefit under the Patient Protection and Affordable Care Act.

Requires the Auditor to review peer-reviewed research and studies on traumatic brain injury treatment published since the previous 2004 impact assessment (Auditor's Report No. 04-11).

Mandates the Auditor submit findings and recommendations to the Legislature no later than twenty days before the convening of the Regular Session of 2018.
