Requests the Department of Labor and Industrial Relations to prepare a proposal outlining how it will increase reimbursement rates for workers' compensation service providers.

Proposes the submission include federally accepted factors for estimating practice expenses and work costs, recognition of geographic differences in insurance rates, and analysis of how increased fees affect medical workforce participation.

Requires the proposal to be submitted to the Legislature no later than 20 days prior to the convening of the 2018 Regular Session.

Addresses limited access to workers' compensation treatment, particularly on neighbor islands, caused by inadequate fee reimbursements, burdensome documentation, and slow payment processing.
