Urges the United States Senate to adopt Senate Resolution 51, introduced by Senator Mazie Hirono on February 6, 2017, to protect federal employee collective bargaining rights and civil service employment protections.

Opposes efforts to reduce federal workforce pay and benefits, eliminate civil service protections, undermine collective bargaining, and increase use of non-federal contractors for inherently governmental activities.

Identifies threatened federal agency budget cuts including 31 percent reduction to the Environmental Protection Agency (3,200 positions), 21 percent cuts to Agriculture and Labor departments, and reductions to Justice, Health and Human Services, Commerce, and Education departments.

Affirms Hawaii's state policy supporting harmonious labor-management relations, equal opportunity employment, competitive civil service selection, job security protections, and equal pay standards.

Requires transmission of certified copies to the President, Vice President, U.S. Senate President Pro Tempore, all U.S. Senators, Hawaii's congressional delegation, and state public-sector bargaining unit representatives.
