Endorses and adopts the Universal Periodic Review recommendations from the United Nations Human Rights Council as a framework for assessing Hawaii's commitment to civil and human rights.

References the United States' second Universal Periodic Review completed in May 2015 at the UN Human Rights Council in Geneva, which received 343 recommendations for implementing human rights.

Urges all Hawaiian counties to endorse and use the Universal Periodic Review recommendations as measurements for each county's commitment to its citizens.

Directs transmission of certified copies of the resolution to federal officials, state officials including the Governor and Attorney General, educational leadership, health and human services directors, and county mayors and council chairpersons.
