Authorizes the Board of Land and Natural Resources to amend a term, non-exclusive easement on state submerged lands at Maunalua, Honolulu, Oahu covering approximately 21,032 square feet originally issued in October 2003 for $58,000.

Incorporates an additional 3,503 square feet of encroaching area identified in 2015, appraised at fair market value of $130,000, which was approved by the Board on May 8, 2015.

Permits maintenance, repair, and use of existing improvements including a channel, concrete surge break or breakwater, seawall, step, and filled land on the easement area.

Fulfills the statutory requirement under Hawaii Revised Statutes section 171-53 for prior gubernatorial approval and legislative authorization by concurrent resolution to lease state submerged lands.

Requires transmission of a certified copy of the resolution to the Chairperson of the Board of Land and Natural Resources.
