Urges development of a Hawaii Green Fuels Initiative to expand agriculture for dedicated food and biofuel feedstock production to achieve food and fuel sustainability and security goals.

Notes Hawaii spent $5.7 billion on imported oil in 2015 (7% of gross state product), with up to 70% going toward transportation fuels, and displacing just 5% with renewable fuels could improve energy security and economy.

Identifies that integrated food and biofuel production would create storage, processing, and refinery plants, provide additional farmer revenue, reduce local food costs, and address job losses from plantation and refinery closures.

References existing state initiatives including Act 202 (2016) tax incentives for renewable fuel production and the Hawaii Clean Energy Initiative's goal of 100% clean energy by 2045.

Directs transmission of resolution to Governor, state energy office, agriculture board, utilities commission, University of Hawaii, and agricultural organizations to advance the Hawaii Green Fuels Initiative.
