States that protecting agricultural lands for food production takes precedence over renewable energy development, citing the Governor's goal to double local food production by 2020 and the State's constitutional duty to preserve agricultural lands

Requires transmission of certified copies to the Governor, Chairperson of the Board of Agriculture, and Chairperson of the Board of Land and Natural Resources
