Requests the Department of Land and Natural Resources' Division of Forestry and Wildlife to convene a working group of the Invasive Species Council to study the rose-ringed parakeet population on Oahu.

Working group study must include population size and location of rose-ringed parakeets on Oahu, environmental and agricultural impacts, and an eradication plan with projected costs.

Rose-ringed parakeets are identified as one of the most widespread invasive species globally, causing crop damage, carrying diseases transmissible to humans and wildlife, and posing public health hazards.

Requires the working group to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2018 Regular Session convenes.

Directs certified copies of the resolution to be transmitted to the Board of Land and Natural Resources, Invasive Species Council members, Mayor of Honolulu, and Honolulu City Council Chairperson.
