Department of Business, Economic Development, and Tourism is requested to develop a master plan for the Hilo International Aerospace and Technology Park in Hilo.

Master plan development requires agreement with specified agencies including High Technology Development Corporation, Office of Aerospace Development, Imiloa Astronomy Center, Pacific International Space Center for Exploration Systems, University of Hawaii at Hilo, Hawaii Community College, and County of Hawaii.

Department may request participation from additional agencies and organizations, including those promoting Native Hawaiian and youth interest in aerospace technology.

Master plan must be submitted to the Legislature no later than 60 days before the Regular Session of 2018, including the proposed site location.

Certified copies of the resolution must be transmitted to the Director of Business, Economic Development, and Tourism and heads of all participating agencies and educational institutions.
