Urges the Department of Public Safety and Department of Transportation to jointly establish a working group to develop strategies for combating Hawaii's drug epidemic, including possible expansion of the special operations K9 unit for drug detection.

Directs the working group to discuss cross-jurisdictional issues among federal, state, and county law enforcement agencies and develop a course of action for drug enforcement operations.

Requires the working group to include representatives from DHS Transportation Security Administration, Drug Enforcement Administration, both state departments, U.S. Attorney's Office, Attorney General, county prosecutors, county police departments, non-profit organizations, and community stakeholders.

Mandates a joint report to the Legislature by 20 days before the 2018 Regular Session containing narcotics trafficking data at Hawaii's five major airports, statistics on the drug epidemic's community impact, and a plan of action to combat illicit drug abuse.

Dissolves the working group on June 30, 2018, and requires certified copies of the resolution be transmitted to relevant state and federal agencies and law enforcement officials.
