Urges the Governor, Attorney General, county Mayors, and state/county leaders to uphold both the U.S. and Hawaii constitutions to protect civil rights and immigrant safety.

Calls on state and local officials to lawfully challenge unconstitutional executive orders in court and refuse to participate in unconstitutional federal immigration enforcement actions.

Encourages non-cooperation with federal immigration officials, such as ICE, who attempt to commandeer state and local law enforcement to execute potentially unconstitutional policies.

Directs state and county law enforcement to avoid detaining individuals based solely on immigration status and to maintain policies promoting trust between communities and officials.

Ensures all Hawaii residents have access to state services including healthcare and education without fear of detention, deportation, or privacy violations related to immigration status.
