Requests the State Auditor to conduct a comprehensive management audit of the Public Utilities Commission, following previous audits in 1975, 1989, and 2004 that identified recurring staffing, management, and planning deficiencies.

Audit should examine utility legislation applicability, PUC policies and strategic planning, technical and analytical staff management capabilities, and effectiveness in addressing energy and utility issues.

Requires the Auditor to evaluate the Division of Consumer Advocacy's role in representing consumer interests in PUC proceedings and to consult with the State Energy Office.

Mandates the PUC and Division of Consumer Advocacy cooperate with the Auditor during the audit process.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2018 Regular Session convenes.
