Establishes a task force within the State Foundation on Culture and the Arts to plan and coordinate celebration of the 150th anniversary of Japanese emigration to Hawaii, commemorating the June 20, 1868 arrival of 153 Japanese emigrants aboard the vessel Scioto.

Task force composition includes 3 members selected by the Senate President (at least one Senator), 3 members selected by the House Speaker (at least one Representative), 5 members selected by the Governor, and the Executive Director of the State Foundation on Culture and the Arts as ex officio member.

Task force must develop and coordinate program activities celebrating the anniversary from January 1, 2018 through September 4, 2018, with 8 members constituting a quorum and 6 affirmative votes required for decisions.

Task force must submit a report to the Legislature at least 20 days before the 2018 Regular Session detailing executed events, implementation plans for remaining recommendations, and procedures for disbursing public funds.

Task force is exempt from Hawaii Revised Statutes chapter 92 (open meetings law) and members are not considered state employees, with the task force dissolving on June 19, 2019.
