Urges the Department of Transportation to update the Kalaeloa Airport Master Plan, which has not been revised for nearly eighteen years.

Requests the updated master plan include strategic plans for job growth, economic development, increased commercial flight use, environmental sustainability, and private-public partnerships.

Requires the Department of Transportation to develop the updated master plan with input from residents, businesses, landowners, and government agencies including the Navy, Office of Hawaiian Affairs, University of Hawaii System, and City and County of Honolulu.

Directs the Department of Transportation to submit the completed updated master plan to the Legislature.

Requires certified copies of the resolution be transmitted to relevant federal, state, and local officials including the FAA, Governor, Navy Region Hawaii Commander, and Mayor of Honolulu.
