Requests the University of Hawaii System to establish a student exchange program compact with the University of Northern Philippines College of Hospitality and Tourism Management and the Ilocos Sur Community College Tourism Management Program.

Names the program the "Philippines-Hawaii Tourism College Student Exchange Program Compact" and focuses on hospitality, tourism, and transportation management exchanges.

Requires the Dean of the University of Hawaii at Manoa School of Travel Industry Management to report findings and recommendations to the Legislature no later than twenty days before the Regular Session of 2018.

Report must include the number of participating students from both countries, an assessment of the Compact's effectiveness, and any recommended improvements or proposed legislation.

Acknowledges Hawaii's sister-state relationship with Ilocos Sur Province established in 1985 and the historical significance of Filipino plantation workers who arrived in Hawaii beginning in 1906.
