Requests the State Auditor to conduct a sunrise review of proposed licensure and regulation of resident managers for condominium associations.

Notes that resident managers currently are not required to be licensed, certified, registered, or otherwise regulated by the State despite serving as principal advisors on elections, budgets, contracts, personnel, and facility maintenance.

Requires the Auditor to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2018 Regular Session convenes.

References Hawaii Revised Statutes section 26H-6, which requires sunrise reviews for measures subjecting previously unregulated professions to licensing or regulatory controls.
