Requests the Office of Hawaiian Affairs to convene a study group to make recommendations on how to honor Robert William Kalanihiapo Wilcox, Hawaii's first elected delegate to Congress (served 1900-1903).

Study group composition includes the OHA Board Chairperson, director of Lāhui Hawaii Research Center, representative from Hawai'inui­ākea School of Hawaiian Knowledge, Association of Hawaiian Civic Clubs representative, Superintendent of Education, and a family member of Wilcox.

Study group must consider naming or dedicating public facilities, roads, or structures in Wilcox's honor and recommend curriculum materials for public schools about his life and accomplishments.

Study group must submit recommendations and proposed legislation to the Legislature no later than 20 days before the 2018 Regular Session and will be dissolved on June 30, 2018.
