Requests the University of Hawai`i, in collaboration with the Department of Land and Natural Resources, to investigate techniques for eliminating mosquitoes from Hawaii, including organic control methods.

Directs the University to estimate the costs of establishing a statewide mosquito eradication program and evaluate the environmental impacts of different eradication techniques.

Requires the University of Hawai`i to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2018 Regular Session convenes.

Identifies mosquitoes as an invasive species introduced in the late 1800s that vectors diseases, has decimated native bird populations through avian malaria, and threatens to expand habitat loss as climate warms.

Directs certified copies be sent to the Governor, University of Hawai`i System President, Department of Health's Environmental Health Administration Deputy Director, and Board of Land and Natural Resources Chairperson.
