Requests the Judiciary to annually compile and report statistics on arrests, charges, and convictions related to family/household member abuse under Hawaii Revised Statutes section 709-906.

Directs police departments in each county to provide data on arrests made under section 709-906, cases referred to prosecutors, pending investigations, and cases closed without prosecutor referral.

Directs county prosecutors to report on cases referred for charging, felony and misdemeanor charges filed, amended charges, cases charged under section 709-906 from other offenses, pending cases, and closed cases.

Requires the Judiciary to analyze collected statistics and report on conviction outcomes, dismissals, and other dispositions including deferred pleas for both felony and misdemeanor charges.

Mandates submission of written findings and recommendations to the Legislature no later than 20 days before the Regular Sessions of 2018, 2019, and 2020.
