Requests Division of State Parks and Department of Attorney General to prepare legislation during 2017-2018 interim to conform residential leases at Ahupua'a o Kahana State Park to its primary purpose as a public state park.

Directs the Board of Land and Natural Resources to offer relocation incentives to six families living in flood-zone homes by December 31, 2017, including leases to vacant lots in existing residential areas, infrastructure assistance, and housing construction support comparable to current lessee offers or Habitat for Humanity assistance.

Prohibits any future residential leases, residential areas, or residences from being planned or offered in Kahana unless specifically authorized by state statute, and requires any reverted lease lots to be cleared of improvements and returned to park use.

Requires proposed legislation to be submitted to the Legislature no later than twenty days before the 2018 Regular Session.

Mandates coordination with nine agencies and organizations including Department of Human Services, Department of Health, Hawaii Housing Finance and Development Corporation, Kahana Planning Council, and Habitat for Humanity to develop the legislation.
