Request statistics on teacher transfers starting in 2012, including movements between schools, complex areas, position changes within the Department of Education, and departures from the department.

Require the Auditor to submit the study report to the Legislature no later than twenty days before the 2018 Regular Session convenes.

Address the growing teacher shortage in Hawaii's public schools, with 392 unfilled positions in 2015-2016 and an estimated 449 positions unfilled through 2016-2017.
