Department of Defense, with assistance from relevant stakeholders, is requested to modernize Hawaii's disaster preparedness plans and report findings and recommendations to the Legislature no later than twenty days prior to the 2018 Regular Session.

State is requested to update fallout shelter plans by identifying usable shelter locations, upgrading outdated shelters, and updating signage, restocking provisions, and conducting public awareness campaigns for nuclear disaster preparedness.

State is requested to include a reinforced stadium parking lot in the proposed Aloha Stadium redevelopment to serve as an emergency backup container lay down area, accessible to tractor trailers and equipped with power generators for refrigerated shipping containers.

State is requested to identify an alternate long-term port on a neighbor island to serve as an emergency backup port in case of natural or man-made disasters affecting major harbors.

Resolution recognizes Hawaii's increased disaster risks from climate change and geopolitical conflicts, including potential nuclear threats from North Korea with destructive capability comparable to Hiroshima and Nagasaki bombs, and electromagnetic pulse effects potentially affecting statewide electronic devices.
