Urges the Department of Business, Economic Development, and Tourism to create a plan to develop the West Oahu Creative Lab Media/Film Studio Complex and relocate the Hawaii Film Studio from Diamond Head to the complex.

Urges the University of Hawaii Board of Regents to approve the transfer of 30 to 50 acres to the High Technology Development Corporation to establish the complex, contingent upon development of the relocation plan.

Identifies the complex as a public-private partnership opportunity that would provide employment for graduates of West Oahu creative media programs and attract international film and media investments to the region.

References Act 124 (2016) which appropriated $17,000,000 to University of Hawaii West Oahu pending Board of Regents approval of the land transfer by January 1, 2018.

Notes the Hawaii Film Studio is the only state-owned and state-operated film studio in the country and has hosted major productions including Hawaii Five-0, Magnum P.I., and Lost.
