Urges the Governor to develop a strategic plan with benchmarks to double local food production for import replacement and double exports of food-crops, value-added products, and ornamentals by 2020

Requires the plan to identify food crops by island that can replace imports and increase exports, and to identify lands the State can purchase or exchange to support doubled food production

Directs the plan to address land acquisition, irrigation, agricultural infrastructure, federal Food Safety Modernization Act implications, farmer incentives, and funding for import/export data collection

Requires state agencies and concessions on state property to purchase a certain percentage of their food locally

Requests the Governor submit the strategic plan to the Legislature no later than 20 days before the 2018 Regular Session convenes
