Approves a land exchange between the State of Hawaii and Parker Land Trust involving approximately 0.780 acres of state-owned land (Tax Map Key (3) 6-7-2:portion 15) valued at $71,700 and approximately 5.445 acres of privately-owned land (Tax Map Key (3) 6-7-8:portion 93) valued at $366,400, both located in Waimea, South Kohala, Hawaii Island.

Exchange was originally approved in principle by the Board of Land and Natural Resources on August 10, 2001, approved again on August 8, 2003, and previously adopted by the Twenty-second Legislature via S.C.R. No. 5 in 2004, but requires new legislative approval under amended statutory requirements.

Public purpose of the exchange is to add the 5.445-acre private land to Waimea Elementary and Intermediate School; state land will be developed for Waimea Town Center Master Plan including Lindsey Road realignment and improved utilities.

Appraisal of both parcels was conducted by George Hao & Associates with effective dates of August 10, 2001 and appraisal report dated January 10, 2003.

Designates both the state land being conveyed and the private land to be received as ceded lands pursuant to Section 5(b) of the Admission Act of 1959; Office of Hawaiian Affairs was notified on September 23, 2016 and does not oppose the exchange.
