Request the State Auditor to conduct a management audit of the Department of Human Services' implementation of the Supplemental Nutrition Assistance Program (SNAP).

Auditor shall examine the Department's process for identifying and enrolling qualified persons in SNAP, and identify ways to increase program participation among eligible individuals.

Auditor shall review total utilization and capacity of SNAP in Hawaii and examine ways to maximize the program's usage in the State.

Auditor is requested to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2018 Regular Session convenes.

Background: In October 2015, Hawaii had 182,226 SNAP participants despite securing over $500 million annually in SNAP funds, and ranked fourth-lowest nationally in participation rate among eligible individuals.
