Legislative Reference Bureau requested to conduct study on per-pupil funding system for public charter schools to determine if it equalizes operational funding as intended under HRS section 302D-28.

Department of Education and State Public Charter School Commission must agree on per-pupil funding cost categories, data format, and fiscal information to be reported to the Legislative Reference Bureau prior to submission.

Department of Education and State Public Charter School Commission must provide specific funding data to the Legislative Reference Bureau by June 30, 2017.

State Public Charter School Commission, Hawaii Public Charter School Network, Hawaii Educational Policy Center, and other stakeholders requested to provide information and assistance to support the study.

Legislative Reference Bureau must submit report of findings and recommendations, including any proposed legislation, to the Legislature no later than twenty days prior to the 2019 Regular Session.
