Request that the U.S. Department of Veterans Affairs propose amendments to laws or regulations to provide COFA veterans from Palau, Micronesia, and the Marshall Islands the same health care access and quality as veterans from Guam and the Commonwealth of Northern Marianas Islands.

Require Department of Defense recruiters in COFA nations to inform recruits of lack of health care benefits through a signed waiver confirming informed consent if equal benefits are not provided by the end of fiscal year 2017.

Request that the Departments of State, Defense, Health and Human Services, Agency for International Development, Interior's Office of Insular Affairs, and other relevant agencies develop, fund, and implement a health care plan for Pacific Island veterans lasting until fiscal year 2066 or when the U.S. military relationship with COFA nations expires.

Direct transmission of certified copies of the resolution to the Secretary of State, Secretary of Defense, Secretary of Health and Human Services, Administrator for the United States Agency for International Development, and Assistant Secretary for Insular Areas.
