Requests the Department of the Attorney General to conduct a comprehensive study on surrogacy and gestational carrier agreements in Hawaii.

Directs the Attorney General to determine whether Hawaii law currently authorizes individuals of any marital status or gender to enter into surrogacy agreements.

Requires examination of whether financial compensation to surrogates or gestational carriers violates the U.S. Constitution or other applicable law.

Mandates review of whether Hawaii Revised Statutes should be amended to specifically address surrogacy and gestational carrier agreements, including which state laws could serve as models and how to protect all parties' rights.

Requires the Attorney General to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than thirty days before the 2018 Regular Session convenes.
