Request the Office of Aerospace Development to facilitate formation of a Multinational Lunar Architecture Alliance with government, industry, and academia representatives to guide development of a prototype lunar base on the Island of Hawaii.

Alliance should focus on modular habitats, telerobotic systems, communications networks, cis-lunar positioning and navigation systems, and in situ resource utilization technologies.

Launch the Alliance through an International Lunar Summit in Hawaii during fall 2017, coordinating participation from Hawaii-based organizations, federal agencies, international space agencies, major corporations, and space advocacy organizations.

International Lunar Summit should identify major goals and challenges for designing a prototype lunar base in Hawaii and develop strategies for public-private partnerships to support multinational research and commercial ventures toward a sustainable space economy.

Summit must submit recommendations and proposed legislation to the Legislature and Governor's office no later than twenty days before the 2018 Regular Session convenes.
