Creates a Traffic Crisis Planning and Mitigation Coordinating Group composed of the State Department of Transportation, City and County of Honolulu Department of Transportation Services, and Honolulu Police Department to coordinate response to traffic emergencies.

Requires the group to appoint a Traffic Crisis Coordinator who will study traffic control best practices, coordinate agency efforts during emergencies, debrief after traffic events, and provide public reports upon request from affected legislators or council members.

Directs the group to hire a traffic engineer to study roadways and identify solutions for bottlenecks, including contraflow lanes, traffic signal timing adjustments, police traffic direction, public communication, and training of additional traffic control personnel.

Requires the group to study high-risk areas with minimal alternative routes including Farrington Highway on the Leeward Coast, Kamehameha Highway on the North Shore and Windward Oahu, and Kalanianaole Highway between Waialae and Waimanalo.

Requires the three agencies to submit a report to the Legislature at least 20 days before each regular session detailing the group's work and findings.
