Requests the Department of Agriculture and Department of Land and Natural Resources to identify economic, environmental, and regulatory consequences of crop degradation caused by invasive and endangered species in Hawaii.

Requires submission of a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the 2018 Regular Session.

Acknowledges that invasive and endangered species are causing declining agricultural yields and depressed returns for Hawaii farmers, with particularly acute impacts from recently introduced species.

Notes that farmers lack training to document the economic and agricultural harm caused by invasive and endangered species, necessitating professional assessment.

Directs that certified copies be transmitted to multiple state and federal agencies, county planning departments, University of Hawaii officials, and agricultural organizations including the Hawaii Farm Bureau Federation.
