Urges Hawaii to abide by the Paris Agreement standards and reduce carbon emissions by the same or greater percentage as the United States under the agreement.

Calls on the state to comply with all conditions of the Paris Agreement as a non-party stakeholder, including regular reporting on emissions and implementation efforts.

References Hawaii's Act 97 (2015), which requires the state to achieve 100 percent renewable energy by 2045 and is projected to save consumers and businesses an estimated $4 billion annually.

Directs transmission of the resolution to the United Nations Secretariat, U.S. President, Congress members, governors, and state legislative leaders.

Notes that the Paris Agreement entered into force on November 4, 2016, with 197 countries as parties, aiming to limit global temperature increase to 1.5-2 degrees Celsius above pre-industrial levels.
