Establishes a temporary task force under the Department of Agriculture to create a definition of "bona fide agricultural producer" for use across Hawaii state government.

Task force may create a single statewide definition or multiple definitions for different government uses and programs.

Membership includes 10 farmer and rancher representatives (at least one from each county), one Native Hawaiian farming practitioner, and one designee each from legislative leaders, state agency heads (Agriculture, Land and Natural Resources, Hawaiian Homes Commission, Taxation, Business/Economic Development/Tourism), and the Hawaii Association of Counties.

Chairperson of the Board of Agriculture serves as task force chair.

Task force must submit findings, recommendations, and proposed legislation to the Legislature by 20 days before the 2019 Regular Session and dissolves on June 30, 2019.
