Endorses Taiwan's participation as an observer in the United Nations Framework Convention on Climate Change, International Civil Aviation Organization, World Health Organization, and International Criminal Police Organization.

Supports the 24th anniversary of sister-state relations between Hawaii and Taiwan established in 1993.

Notes that Hawaii and Taiwan signed a reciprocal driver's license agreement on April 5, 2017, the state's second such accord with a foreign government.

References the U.S. Department of State's 2016 support for Taiwan's "meaningful participation" in the International Civil Aviation Organization and a 2016 presidential directive to develop a strategy for Taiwan's observer status in INTERPOL.

Directs certified copies of the resolution be transmitted to the President of the United States, Congress members, State of Hawaii officials, and the Taipei Economic and Cultural Office in Honolulu.
