Encourages the Med-QUEST Division of the Department of Human Services to implement an income disregard program allowing Medicaid recipients with disabilities to earn higher income while retaining Medicaid coverage and services.

Notes that in 2015, only 17.5 percent of persons with disabilities were employed compared to 65 percent of persons without disabilities, with unemployment rates of 10.7 percent versus 5.1 percent respectively.

Identifies that workers with disabilities must currently limit income and assets to poverty levels to retain Medicaid coverage, creating a barrier to employment and self-sufficiency.

States that an income disregard program would enable individuals with disabilities to seek or maintain gainful employment while keeping necessary Medicaid benefits and supports.

Directs that certified copies of the resolution be transmitted to the Director of Human Services and Administrator of the Med-QUEST Division.
