Request the Legislative Reference Bureau to study the feasibility of establishing a condominium ombudsman to resolve grievances between residents and condominium associations without litigation.

Require the study to address the public need for an ombudsman position, the appropriateness of government intervention in private disputes, scope of duties, staffing and funding requirements, and funding sources.

Direct the Real Estate Commission to provide assistance and information to the Legislative Reference Bureau to complete the study in a timely manner.

Require the Legislative Reference Bureau to submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2018 Regular Session convenes.

Note that Hawaii law currently allows condominium specialists to assist consumers and requires the Real Estate Commission to support mediation of condominium disputes using the condominium education trust fund since 2013.
