Notes that the Hawaii High School Athletic Association has recently adopted pitch count limits and mandatory rest requirements for preseason and state tournament games, but these measures are insufficient.

Directs the Pitch Smart guidelines to be followed by all baseball players and coaches at member schools across the State's 96 public and private high schools.

Requires a certified copy of the resolution be sent to the Executive Director of the Hawaii High School Athletic Association.
