Request that state and county agencies update administrative rules to adopt environmental protection standards at least as stringent as federal standards under the Clean Air Act, Water Pollution Control Act, Safe Drinking Water Act, and Endangered Species Act as they existed on January 1, 2016, or January 1, 2017, whichever are more stringent.

Require rule changes to protect public health from pollution and climate change effects, preserve Hawaii's natural resources and special areas, ensure economic growth occurs consistent with environmental protection, and provide public participation in agency decisions affecting public health and the environment.

Direct all public agencies to undertake feasible efforts using state and federal authority to implement and enforce environmental protection standards at least as stringent as the specified federal standards, regardless of federal policy changes.

Transmit copies of the resolution to the Governor, Attorney General, Director of Finance, Board of Land and Natural Resources, Commission on Water Resource Management, county mayors, and boards of water supply.
