Requests $5,000 annual bonus payments to full-time national board certified teachers whose students meet specified proficiency benchmarks in reading, math, and science assessments.

Defines an effective school system as one with ready-to-learn students, world-class teaching, career and technical education, and comprehensive system alignment with internationally competitive standards (top ten ranking in Program for International Student Assessment).

Directs certified copies of the resolution to the President, U.S. Department of Education Secretary, Hawaii Governor, Board of Education Chairperson, and Superintendent of Education.
