Recognizes March 3, 2017, as National Speech and Debate Education Day in Hawaii

Acknowledges that the National Speech and Debate Association designates an annual day to promote better instruction in speech and debate across all grade levels

Highlights how speech and debate education develops critical skills including communication, critical thinking, creativity, collaboration, and public speaking

Recognizes educators who dedicate in-school, after-school, and weekend time to support student speech and debate practice and competition

Directs that a certified copy of the resolution be transmitted to the Governor
