Urges Congress to call a constitutional convention under Article V limited to proposing amendments imposing fiscal restraints on the federal government, limiting federal power and jurisdiction, and limiting terms of office for federal officials and Congress members.

Establishes that Congress has only a ministerial duty to call the convention upon receiving applications from two-thirds of state legislatures and may only set the time and place for the initial meeting.

Declares the convention shall operate on a one-state, one-vote basis with state legislatures exclusively controlling delegate selection and Congress having no power to determine convention rules or set delegate numbers.

Restricts the convention scope to the specified topics with explicit prohibition against considering any amendments to the Bill of Rights, with the application becoming void if used to modify any Bill of Rights provision.

Recommends Congress select ratification by state legislatures rather than state conventions and reserves Hawaii's authority to provide further instructions to or recall its delegates for breach of duty.
