Request the Office of Aerospace Development to facilitate formation of a Multinational Lunar Architecture Alliance with government, industry, and academia representatives to provide guidance for developing a prototype lunar base on the Island of Hawaii.

Alliance should address modular habitats, telerobotic systems, communications networks, cis-lunar positioning and navigation systems, and in situ resource utilization technologies.

Launch the Alliance through an International Lunar Summit in Hawaii during fall 2017, engaging Hawaii-based organizations, federal agencies, international space agencies, major corporations, and space advocacy organizations.

International Lunar Summit should identify major goals and challenges for designing and validating a prototype lunar base in Hawaii and develop strategies for public-private partnerships supporting multinational research and commercial ventures.

Summit must submit recommendations and proposed legislation to the Legislature and Governor no later than twenty days before the 2018 Regular Session convenes.
