Creates a Traffic Crisis Planning and Mitigation Coordinating Group with representatives from the State Department of Transportation, City and County of Honolulu Department of Transportation Services, and Honolulu Police Department.

Requires the group to appoint a Traffic Crisis Coordinator to study best practices in traffic control, coordinate emergency response efforts, debrief after traffic events, and provide public reports upon request from legislators or council members.

Directs the group to hire a traffic engineer to analyze roadways and identify solutions for bottlenecks, including contraflow lanes, traffic light timing adjustments, police traffic direction, and public communication strategies.

Mandates study of high-risk areas with minimal alternative routes including Farrington Highway on the Leeward Coast, Kamehameha Highway on the North Shore and Windward Oahu, and Kalanianaole Highway between Waialae and Waimanalo.

Requires submission of progress reports to the Legislature at least 20 days before each regular session convening, detailing the group's work and findings.
