Requests the Department of Agriculture and Department of Land and Natural Resources to identify economic, environmental, and regulatory consequences of crop degradation caused by invasive and endangered species in Hawaii.

Requires the two departments to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days prior to the convening of the Regular Session of 2018.

Directs transmission of certified copies to numerous state and county agencies, including the Board of Agriculture, Board of Land and Natural Resources, University of Hawaii, county planning departments, and the Hawaii Invasive Species Council.

Acknowledges that invasive and endangered species negatively impact Hawaii agriculture, affecting crop yields and farmers' ability to supply fresh local products, particularly when species are recently introduced and traditional control methods have not been established.
