Encourages the U.S. Army Corps of Engineers and Department of Land and Natural Resources to collaborate with the Department of Health, University of Hawaii System, City and County of Honolulu, and Waianae Coast Comprehensive Health Center to research and develop a plan for improving water circulation and quality in Pokai Bay on Oahu's Leeward Coast.

Identifies pollution sources at Pokai Bay including surface runoff containing industrial pollutants, petrochemical pollutants from boat ramp use, tar balls, and illegal dumping of dredging materials.

Notes that the offshore breakwater protecting Pokai Bay, while making it attractive for swimmers and paddlers, may be reducing water circulation and causing stagnation that exacerbates pollution problems.

Requests the Army Corps of Engineers and Department of Land and Natural Resources submit a collaborative report to the Legislature no later than twenty days before the 2018 Regular Session, including findings, cost estimates, and any proposed legislation.

Directs transmission of certified copies of the resolution to relevant federal, state, and local officials and organizations.
