Encourages the Board of Education and Department of Education to establish a coordinated magnet school program for Kalaheo High School and Kailua High School.

Directs the two schools to develop separate areas of curriculum specialization and focus to complement education choices for students in the region.

Requires students at both schools to have the ability to enroll in classes at either school based on areas of interest, with schools providing transportation to facilitate attendance.

Notes that magnet school programs have been shown to increase achievement scores, reduce achievement gaps for minority students, and achieve higher graduation rates compared to non-magnet schools.

Directs certified copies of the resolution be transmitted to the Board of Education Chairperson, Superintendent of Education, and principals of both schools.
