Requests state and county agencies to update administrative rules to maintain or implement environmental protection standards from the Clean Air Act, Water Pollution Control Act, Safe Drinking Water Act, and Endangered Species Act as they existed on January 1, 2016, or January 1, 2017, whichever are more stringent, regardless of federal changes.

Directs agencies to enforce standards that protect public health and welfare from pollution and climate change effects, preserve Hawaii's natural resources and protected areas, ensure economic growth is consistent with environmental protection, and provide public participation opportunities in decision-making.

Cites concerns about the Trump administration's rollback of federal environmental regulations and seeks to enshrine current federal protections into state law following California's "Preserve California" legislative model.

Requires certified copies be sent to the Governor, Attorney General, Director of Finance, Board of Land and Natural Resources, Commission on Water Resource Management, county mayors, and water supply officials.
